National Organic Program Letter: Click Here On June 9, 2014, the National Organic Program (NOP) issued a policy statement (PM 14-3) regarding the status of electrolyzed water under U.S. Department of Agriculture (USDA) organic. Regulations in 7 CFR Part 205. Following the issuance of PM 14-3, stakeholders provided NOP with additional technical and regulatory information on electrolyzed water. Chlorine materials are allowed to be used in organic production and processing. The National Organic Program (NOP) Manual includes guidance on the Use of Chlorine Materials in Organic Production and Processing (NOP 5026). This guide clarifies the permitted uses of chlorine products under USDA organic regulations. Chlorine materials are on the National List of Allowed and Prohibited Substances (National List). In water, chlorine materials such as calcium and sodium hypochlorite form a balance of related chlorine species, including hypochlorous acid (HOCl) and hypochlorite (ClO-). Similar types of chlorine are formed in the production of electrolyzed water. Accordingly, the NOP considers hypochlorous acid produced by electrolyzed water to be a permitted type of chlorine material.
